Well - as the purpose of GDFInstall is to get an icon in the Windows 7 "Games folder" it feels completely useless... If I where you I would try the trick I recommended in the Windows 8 thread here in this sub forum. Download the silly fake "vcredist_x86.exe" file I wrote (it's a 6kb c++ program that does nothing and returns OK). So - download the rar file, unpack it with 7-zip or your decompression app of choice. Rename "vcredist_x86.exe" to "GDFInstall.exe" and copy it to your directory called "h:\program files\steam\steamapps\common\il-2 sturmovik cliffs of dover\redist\GDF\GDFInstall.exe". Do a copy of the original GDFInstall.exe before replacing it. You may also have to right click on the downloaded file and select "Unblock" in the dialog...

EDIT: You could also try starting Steam as an adminstrator (right click the Steam icon and select "Run as Administrator"). That MAY do the trick...
