No he isn't. Would he get higher frames and be able to turn up some settings? Of course, but I ran this sim online with good settings and fast frames with this system a few years ago:

He doesn't need to upgrade because your pc (or anyone else's) is faster or bigger. Especially as long as his runs what he wants with decent frames and IQ.
To answer his question, my buddy just got a 4870 and says IL2 is running smooth as butter with
settings similar to what I run on my current system: 1680x1050, 8xAA, 16xAF, water=3 or 4, new type clouds, effects=2, 3dgunners =1, etc. Not sure which cat drivers he's running, but I'll ask.
