Oleg or Luthier already answered this to some degree, it will NOT be released until they reach a certain stage with SOW:BoB and can spare the manpower to put it together - when they will reach this stage only they know.
Just do a search on Oleg and Luthiers post when you visit the forums (What I do), I tend to notice that their post count hasn't changed so I don't bother reading much else here until I see the post count go up as everyone else's point of view is just speculation IMO.
