The op as made a mistake labeling plexiglass scratches as reflections but I guess that a reflections debate is fine
Anyway about the scratches ... we can“t deny that the scratches exist, the plexiglass gets scratches with the use.
But I see this issue implemented as a weathering feature, as the paint of the plane get weathering in the external view this same weathering system can be in cockpit view, then the paint if of the cockpit and instruments get weathered and the plexiglass scratches.
Also the weathering should make our plexiglass dirt, affected by smoke ... oil ...

That DCS video really looks like a reflection map in the plexiglass
CLod had a reflection map in the plexiglass and in the sight glass in the development stage, here is the video :
Those statics spots that you can see in the plexiglass are a incomplete reflection map, its incomplete because is not showing a cockpit texture (the texture is a place holder) and its not affected by the movement but the effect was in the development stage.
I guess that this effect was switched down due performance reasons, the reflections maps are hardware hungry ones.
You can even see a reflection flag in your conf.ini
