If this happens online, turn OFF skin downloading in network settings. It causes long freezes.
If offline it can be a texture loading if you have texture setting on Maximum. Reduce it to high then or medium if you have 1GB vram.
Also make sure to add
both Steam/Il-2 and Documents/IL-2 folders to
2 exclusion lists of your AV: 1)real time files monitoring and 2)network monitoring. Add Launcher.exe to exclusions too. Avast AV created stutters for me till I did this last year.

But you have to manage exclusion lists as described above. This is why exclusion lists are present in AVs. Real-time monitoring produces stutters.
