Also, the ship is an American "Northampton Class" heavy cruiser. Compare the photo in the post to the detail in this photograph, paying attention to the structure just aft of the ship's mid section, under the no. 2 funnel:




It's difficult to tell from a fuzzy b&w photo but the OP's illustration is likely a pre-war or very early war photo, as the Seagulls seem to have the early red cowling and red, white, and blue rudder, and possibly the chrome yellow wings, and the unpainted sliver fuselage.
