Rakinroll..first of all remove FSAA alltogether as it does not work proper forced or in game. FXAA or MSAA Injector give better results without so much FPS hit.
I have in CCC (preview 12.1a) the following settings, try them out as I have 6970HD too and no stutters or VERY minor ones.
FSAA Application controlled, morpho OFF, standard method.
Aniso Application controlled
Tessellation AMD optimized (has no effect in any games I play anyway).
Catalyst AI Performance and surface opti OFF
VSync On, unless application asks
AA Mode Performance
OpenGL triple buffer checked

Also MOST important with the game. Epilepsy filter and SSAO must be OFF. I also disabled grass as I do not spend my time watching it and in flight not even seen.
