The planeset for BOB and BOM are essentially same when broken down: small ,slow early war trainers with inadequate ammunition and fuel . The type of missions are nearly identical, relatively small groups of bombers and fighters attacking local tactical targets i.e airfields from close proximinty. With a large city London/Moscow, of little ,tactical relavance except to eat up computer resources.
The PTO was probally out of the question, modelling the participating Navies would require much time and unavaible resources.
North Africa/Med would have provided more diverse mission opportunities and
planeset.
