As far as I understand it, it negates the ability to charge. The combat with a charge works as follows (if I am wrong, please correct me):
1) We have cavalry strength 15 and infantry strength 15.
2) Cavarly attacks.
3) Combat begins and the cavalry charges inflicting 4 kills.
4) Then melle starts: 15 cavalry vs. 11 infantry (15 - 4 from the charge).

Now I think that infantry with the countercharge perk would skip the charge phase and fight the melee with full 15 strength, thus having the chance to inflict greater losses in the attacking cavalry and suffering lower losses itself.

But maybe someone from 1C should explain this from the game engine point of view?
