My system specs that will run IL-2 Cliffs of Dover as you please (Similar settings to what you want):
GTX 460 (single, not sli)
AMD II 970 X4 at 3.5 (Stock)
8 gigs of 1.3 DDR3 ram.
My system is mid range and plays it with decent performance but I may upgrade my graphics card in a couple of years.
