This is so d*mn annoying. I've heard about this thing, too. As far as I know, Oleg doesn't use materials unavailable for public. If he has to pay for using data in books or internet any scientist who cites another scientist would have to pay for any citation. This is utter nonsense! If so, I would have had to pay a fortune for all the books I used for my master thesis
