Try finding any mod that have `All uits on Debir`, that should do it. I recomend grimelevens Red Sands Extreme from this tread :

About just geitng all units in debir shops check grimelevens 2nd post on 3rd page on that tread, he explained to 1 player about it so you may try only that if you odn want to play red sands mod. Have fun
