Bang! Spot on thanks tintifaxl and addonys.
Launcher.exe had both 'Disable visual themes' and 'Disable desktop composition' checked under <right-click> -> properties ->compatibility tab. I unchecked 'em and problem soved. Not sure how that happened!?!?!
