As Blackdog_kt write is a limitation of the sim set the tgt for only one side.

P.D.: I work in DF maps with Fog of War, limit the aircraft and the pilots in base for more dificult. The idea is construct a Force on Force with target and the WON as marck for the winner (no good english, sory).
