Make sure you input the key correctly and dont mess up any digits like 0 with O etc.... otherwise u will have to contact dms/1c. However, since you said you purchased and downloaded the game on steam that means your game is already active and it can be ran except for entering internet gamespy lobby. Make sure the gamespy account you tyring to use with your cd key was not used in past with lets say beta key etc... try creating new gamespy account and tie the cd key to it. Remember that for internet gamespy you need gamespy account login password and then add the cd key to it.
