I think the mission builders are experimenting with full scale ongoing battles ATM, its all WIP so until the limits have been found things may well be bit different. I understand also that players can jump into the AI too, so if a bombing raid of AI is launched players can take over the raid.
Sometimes AI also make for a good objective in the mission, I am sure when we get 128 players on servers AI will not be needed.
