Further update

- In Addition to Launcher.exe being run with admin privileges on my PC it also seems that the Track Selection dialog will only display if I am running COD in windowed mode.
If I run COD in full screen mode the track selection dialog will not appear, even if launcher.exe is running with admin privileges.
So there are two separate conditions which need to be met for the Track Selection dialog to display, you must be running launcher.exe as an administrator AND you must be running COD in windowed mode.
