If you have the option in ventrilo like we have in teamspeak to choose your sound input then yes its possible to do what you inquire about.

I think a safe bet is to use a usb headset with sound onboard(in headset)

Don't know if a normal headset would suffice but it might. I'd say borrow a normal cheap ass headset from someone and try it out with ventrilo. In windows set your default sound to your surround set and in ventrilo try to select the headset as input device.
