Actually the radiator opens fully. I've confirmed this by going to external view and working the radiators to see if it makes any difference.

It's just that the slider in the info panel is displaying user input instead of radiator position: open/neutral/close.
So, whenever you press open the slider jumps all the way up, if you press close it jumps all the way down and if you release the key it returns to center. In other aircraft where the radiator is on a slider in the cockpit it behaves just like throttles, that is, it indicates the actual position of the radiator. This is also true for the 109's oil cooler flaps, the sliders indicate the position of the actual in-game control in the cockpit. For the water radiator though it indicates user input and not control position.

I guess this is because it works like the 109's flaps, the controls for them act for only as long as you keep pressing the relevant key.

This is also why people who map a slider to the radiator have problems with the anthropomorphic modeling setting: if the slider is off-center on the HOTAS, the game registers that as a continuous input and "ties" their "virtual hand" perpetually to the radiator hand-crank mechanism, not allowing them to use any other controls (since the other virtual hand is on the stick).

Hope it helps.

On another note, i spent 15 minutes today on the runway in the cross country mission trying to get the Ju88 going, to no avail
I turned on all the fuel tanks on the switch box on the left side console, set full prop pitch, gave it some throttle, opened radiators, turned on the magnetos, selected engine 1 (since CEM requires separate engine starts) and pressed I to engage the starter. The prop just turns and stops.

Looking around over the left-hand console in the cockpit and enabling the click-pit via F10 to see the tooltips, i saw that there are controls that are partially or fully obscured by the pilot's seat and it's impossible to move the camera to see them due to the cockpit movement zone restrictions (ie, how camera panning/head-tracking is implemented in the game). I tried this both with Freetrack and with mouse panning, but anything aft of the pitch control levers is obscured. The only thing that's visible is the radiator control for engine 1.

I don't know if there are extra controls further aft that i might be missing, like for example a master/battery switch or a master fuel valve.
