I am not sure how consumer laws here in EU are applicable for game products,
and I have not bought (nor played) a PC game for many many years,
but
if a game does not work as expected or promoted and if it is used in a recommended environment (a PC with recommended settings), according to consumer rights, you can demand the seller to correct the matter. Either it should be replaced with a working product or you can return it for full refund.
So I will buy the game, and if it does not work as it should, I simply demand my money back.
