First bugs/glitches?

It seems that are some glitches regarding FPS and stuttering specially over cities,but in fact is very hard to understand what the russian guys are saying using Google translator ( a lot of misunderstanding generated by GT in fact)
Are the stuttering generated by low amount RAM or the use of 32-bit systems?
Or russian people are using old systems?
Maybe the so called epileptic filter is the problem?
Well, if you could comment something so early with us, english speaking users,we will apreciate.
