FMB Test Runway question

Thanks for 4.10.
I have a question about the Test Runway 5 & 6 selections under Stationary Ships in the FMB. Are these intended for use in dogfight servers? I can not seem to get ground starts - only air starts. It strikes me that they would be an excellent means of specifying "alternate airfields" and was hoping this was their function.
An explanation of their intended use would be greatly appreciated.
