It was actually a friends computer that was having this problem but I said that it was me because he is awful with computers.
Anyway he got the problem fixed. It must have been a problem with his sound card because he bought a Logitech G930 Wireless headset and it works great now he can hear the sound without the constant cutting in and out of music and game sounds
