And does the bonus apply in every fight or just vs other heroes or something?
Whenever you deal damage with your troops or spell, you gain Rage. The amount you gain is dependent on three things:

1) How much damage it deal
2) How much your total rage is
3) How many bonuses to rage generation you have.

You actually gain rage as percentages of your total rage. That means if your total rage is 20 and you do an attack that gives you 4, if your total rage had been 40, that same attack would have given you 8.

Anger gives you a percentage bonus to the rage you accumulate. The first level gives 20%, the second gives another 20, as does the third.

if you have all three points in Anger, an attack that would give 10 rage, instead gives 16.

Rage is used by your pet dragon for his special abilities.
