Just to clarify, there's a difference between user-made content and modded content. As has been mentioned, discussion of and linking to modded content isn't allowed here. If I understand you correctly though, you might be interested in user-made content that doesn't require and isn't made by hacking the original game.

http://forums.ubi.com/eve/forums/a/cfrm/f/25910613 which have been around since the first release of IL-2, you might find some links to user made missions, campaigns, aircraft skins, utilities etc.
