Nope, it's a feature. From 4.09_Guide.pdf:

I'd suggest downloading this file if you don't have it (from wherever you got the 4.09m patch, or try Mission4Today -
http://www.mission4today.com/index.p...etails&id=3742). You also need to understand the unusual propeller pitch control. The SM 79 is a nice plane to fly once you get used to its quirks, but it helps to read the manual!
