hmmmm.... thats curious.
i had also 25 fps lock bug with my old NVIDIA 8800 GTX. after changing to ATI 4870 the 25 fps lock bug was solved. but i have
also low fps (50-10 fps) with new ATI 4870 GPU.
changing to other GPU
dont solve your low fps problem.
