If this is a normal php bulletin board, there's no passwords needed. Every forum or thread has a number of "permissions" that can be set, such as read, post, edit, vote, etc, for each user. To make things simple, it's usually done by usergroup. Default usergroups are things like "guest," "registered," "mod," "admin" and each of those groups has specific permissions for each forum, e.g "guest" has read everywhere but nothing else. But an admin can create usergroups also, and change permissions for them, so it's possible to make a thread that is open only to one usergroup and locked to everyone else.

Whether a mod can do that depends on the board and how much power the mods have.

if it wouldn't work here, it could be moved to another site. I could use my old, dead ps2 clan site, but it would be easier to just make a new phpbb from scratch, since it's free and there would only need to be two forums.

Unfortunately that would confuse a lot of people
