Honestly who can afford CS4 though unless your downloading it illegally? It's $800 last time I checked. It's ridiculous, luckily there are free programs like GIMP which can offer most of the good features you need for sigs or any other kind of digital art (although I will say I've worked with CS4 before, and it's unbelievable how much easier and cleaner it is than GIMP)
The only problem is that for me it can take a while to make something really good, which I haven't had lately. I'm thankful dazz could make this one.
