Spoiler - Where is the King's brother ?
 

I have been a few places, but I have not come across the King's brother.

Where is he?

Which KIng? Mark ? Carl is in Eastern Arlania

I guess I am searching for Carl...the quest says he is in Arlania. This is like the 2nd quest for the king at the beginning of the game.

when u enter arlania
move up untill u see a bridge going to the left go left
and then move right up a hill where a astrology tower should be that is the place where he lives:)

The king said his brother was in a tower in Arlania. The first tower I came across was the magic tower with the mage trapped in it. The monsters on the first floor were tough and the ones on the 2nd floor were impossible. I incorrectly assumed this was the tower with his brother.
