I know he's in Deathland but I can't locate the SOB.

He is a Human bandit walking patrolling near the crypt. I think it is in the Grey Wasteland....

To confirm: Sheragga is in the Gray Wasteland, wandering close to the town-ish thing, where you can get a boat.
