Carl is in Arlania, the province east (to the right) of Greenwort. His Astrologist's tower is located beyond the bridge, on the northern side of the province.

I'm afraid you're wrong, the one with blue spehere above is the tower with trapped mage. The brother lives on the west from this point, his tower is located on a small hill.

Look, you can get to his tower easily by sailing from Greenwort to Arlania by boat, disembarking on the beach to the right of the tower with the blue light on top. From the beach walk a few paces inland and turn left to the king's brother's tower. It really should not be hard to find at all!

Sorry! Of course you are right! Carl is to the right from the magic tower. It's easy to find. My bad, sorry again for the wrong info :)
