Where is El Teara

i somehow cant find her , thats the quest i am stuck on and cannot move further.
is there a specific place ?

Yes, there is a specific place! When you get the quest to look for Ele Taera, a cave on the griffin island in Arlania should have opened up! Inside the cave you will find her.
