Try installing patch 4.11 before patch 4.11.1.

Starting from 2.0.4m all the way up to 4.11.1m

fb_3do23server.SFS is part of the 4.11m patch. If your server is missing that file, then it's a problem with that patch installation. If you have applied all patches as you say you have, try redownloading the 4.11m patch and install 4.11 and 4.11.1 again.

I will try it tonight, but I dont think it will help. On the same VPS, I got 4.10.1 with UC running and I still get Time overflow, even though it doesn have any missing files:
