Graphical bug

Been having some issues with the graphics since i switched landscape to "perfect" to get the water quality = 3. Ran through a couple of files and checked anything suspicious , and i didn't find anything.

The bug or issue occurs anytime when you look down say over water, at the bottom screen its flickering/flimmering, maybe a screen shot would justify, but then again maybe you've heard of the bug before.

The hardware should have nothing to do with it unless it's an "NVIDIA" bug that you can't do anything about. All drivers are up to date as well of course.

Running:

Q6600
8800GTS
4088mb ddr2

I find it rather strange, screen shot coming up if required.
