With all these updates and patches going on,

is there a way to backup COD without having to reinstall everything again coz I am looking to upgrade my comp these few days

I know steam has a backup function but does it backup all of the other previous patches including the latest patch as well?

The easiest way would be to copy your game folder + 1csoft club folder from "documents" to a drive you don't format, or to a USB stick.
I'm not sure how steam backup works. You can certainly get back the last official version, but not older versions.

BTW is the latest patch an official one or is it beta?

The latest Release Candidate is still a beta, you can't get it from steam. I don't know how the steam backup workks. If you do a back up on steam it may backup the version you have running but i'm not sure.
Best have your solid copy saved somwhere by yourself.

Not much to do. Steam install + last patch + hotfix.
