The parachute opens automatically after you bail out.If you are in a game then the host has to have checked the parachute box in his map making.If not you can not bail out.

To bail out you first have to open/jettison the canopy.Then you can bail out.(crtl-E I believe)

Sometimes it opens and fails to deploy :-P
