A temporary internet solution, perhaps?

In order to stimulate online play, it may be smart to get a few (3 or so) servers running out of 1C itself until dedicated servers have arrived. It will fill the multiplayer gap for at least a few weeks, while work can be put into creating dedicated software. It would greatly increase the initial duration of the game, while also providing the customers with a new service.

I hope this can be considered by 1C Company as a temporary solution due to the multiplayer problem.

The developers team itself has limited resources and this should be done by the publisher. 1C is the publisher only for Russia. UBI is a publisher for the rest of the world afaik. I think it is better to talk to them.
