Are Dragons beasts ?

Are Dragons considered beasts when it comes to the morale bonus to beasts skill in the mind tree (armored princess)?

Even they belong to neutral race they are not considered animals .Level 1 and 2 of Voice of the Dragon skill will not affect their morale . Only level 3 will give them the bonus. +2 morale.
