Submarine Quest Question

Just curious, did anyone manage to solve the submarine quest
without paying the dwarf money?

The control seems quite complicated and I end up paying
the 20 000 gold.

Yes. Check diagnostics. Solve issues there. If start fails, it says what is wrong.

If I remember correctly, I had to turn off automatic controls, set engine to idle and balance tanks.
