mouse wont work on remote server

Hello,

We have a IL2 Dedicated server running on a Windows 2008 machine at a remote location.

When we start IL-2, and move the mouse into the "Windowed" IL-2 game, the mouse is completly uncontrolable.
The problem is the same with pcAnywhere, Windows Remote Desktop or Log Me In.

This happends with game running full screen mode also.

Any ideas on how to get mouse to work normally over a remote connection.??

edit CONF.INI on IL2 folder.
