Question about the race of items

Please teach me in ver 1.7 .
What does the race of items influence?
For example.

Telescopic Sight
+100% to the Attack of archers
Special : effects archers who use projectiles and missile devices.
Type : Artifact
Race : Dwarves <-- What?
Cost : 25,000

Human can equip Telescopic Sight. :confused:

I think it means nothing. It was giving me boost for all, canoneer, hunters or skelet archers

If the weapon is a 'live' item, and you have no units of said race in your army, the item's morale will drop, atleast that's what I figured out from using my different mage's staffs.
