Blue Sun Mod 2.1 Quest Help

Hello,
I have a Problem with the Quest "Rico Reyes must die".
I killed Rico Reyes with a Granade and killed all Soldiers in Town.
But new Soldiers allways spawning from the barracks.
Is it a Bug or a Trick?
