Funny you come with this question.
I recently wondered myself why those flying rats are grey - unfortunately I forgot to follow this lead. Thanks to you I just checked.

polars bears are white

forest creatures brown

and city pigeons grey?

come on the only advnatage of grey camoflage its if you live in a city

City Pigeons are Rock Pigeons.
I think it's safe to assume Rock pigeons were already blue/greey back in 1780 - and possibly even before...

Rocks are grey. Rock pigeons are grey. Cities only became grey with the advent of concrete. Wolves are grey, they don't live in cities.

The reason 'city' or rock pigeons are grey is that they used to live in cliffs.
Your suggestion that either evolution is fast or that modern cities are ancient is flawed because it ignores the real reason, ie. pigeons moved from their natural habitat, rocks and cliffs, due to an abundance of food. That's all.
Why are rats brown? They live in cities. By your reckoning they should be grey too, and foxes. Debunked.

Edit. I reckon you need to read up on evolution.

This assumes animals can perceive colour (which refers to another thread someplace, and indeed how we perceive it.)

Birds can, some fish see five colours compared to the three that humans do. It's the other mammals, which are often nocturnal when there is little colour to be seen, that are frequently unable to see as many colours as we do.
