I think the problem comes from PlayStation online network structure. Why not try to play without voice option and, obviously, disconecting any other system in your homework?
On Xbox Live, the server is the user host console, ok, but every communication and other administrative tasks are managed by Microsoft servers. That´s a point for third parties with not so much money as EA or Activision to mantain their own net structures. Xbox is supperior online and it will be untill Sony invest enought money, experience and effort to catch up.
Also, as an example of what I say and contrary to what someone said before, there are games on Xbox 360 where you can mount a PC system as server for your games, totally legal and supported by developers:

"As of today, PC owners can join in on the fun now that Section 8 is available on retail shelves and through Steam in North America. Also, PC owners can download and run their own XServers to host 32 player Xbox 360 games of Section 8 here. Stop YouTubing and get shooting!"
The PC hosting 32 player and Microsoft hosting everything else on their Xbox Live servers. Why not do that with IL-2 Sturmovik Birds of Prey?
