Does steam still download the patch, even if you installed the beta patch
because it still doesnt download anything when i click on cliffs of dover using steam

If your computer is on, your internet connection is open, and Steam is enabled then it just downloads any updates outstanding. If that's not to your taste then go to Steam/ Settings/ Interface and you can set it to only update when you want it to.
