Not as bad as they made it out to be from the looks of it, when I get good frame rates I am going to check this out.

those are NOT dynamic weather settings, but normal scripted weather ones.

you can access the directly from FMB in mission's properties, where you can set asa many layers of wind (each with its own properties) as you want to (my Huns! mission has two of them, one from 0 to 1500 and one from 1500 to 3000). you can also set local weather layers.
