What it means is a spin that occurs when you hit the enemy aircraft with cannon fire, e.g. in the wing. The effect was hugely exxagerated in some instances.

You mean hitting with MK-108, VYA-23 (ВЯ-23 - on LaGG-3 and Il-2) and other guns > 20 mm?

Yes, happens with 20 mm and up. The plane gets hit and acts like it lost a wing.
