Oleg has absolutely no say in that

Call Ubisoft distribution subsidiary in Montreal.
They or their bosses in San Francisco probavly decided to launch the game later, and that's all. Maybe they have good reason, maybe it's just a choice.

I have no idea why the Ubi shop says the 26th, because the North American release date is the 19th, and that's what it says on Steam. So just buy it there.
