AFAIK from Olegs statements and infact I already linked or quoted to most of them, UBI is having the control over the informations being released. Of course Oleg probably hoped to be able to post updates every 2-3 weeks and would like to do so, but the reason it doesn't happen is not due to the fact that he doesn't care, likes to torture us or stopped the project in the meanwhile.
No, it's most likely he even hoped for permission to post updates here, maybe especially with the reasoning, that 1C is publisher, too, and this is their board, but from the facts we have I guess this was a clear negative from UBI (again), at least concerning substantial news on the project until they officially announce the game, which they didn't do yet.
So, in a sense you are perfectly right. It very likely is in the contracts how updates are handled and as it was posted from official side on this forum: No official statements until UBI allows it. So the number and frequency of updates is ZERO.

1C already stated that it is that way, Oleg posted so before, too, so why should they keep complaining. It's the deal and at the moment UBI is the one giving the most money. And you usually don't bite the hand that feeds you by posting bad stuff about them or complaining about contracts you agreed upon before.
